Programme details
Transparency Practices in Open and Digital Collaborative Policy-Making is a professional training programme organised by Halmstad University in Sweden with the Democracy Development Foundation in Armenia and supported by the Swedish Institute. It brings together public policy, governance and civil society professionals from the EU’s Eastern Partnership region who want to improve transparency and collaboration in their organisations.
The programme examines how access to information, responsible data sharing and digital governance can strengthen accountable and effective policy-making. Participants explore collaborative governance, anti-corruption, policy integration, public leadership and cross-sector coordination through interactive seminars, discussions, case studies and institutional study visits.
A central feature is a participant-led change project. Each participant identifies a real challenge in their organisation or professional setting, develops a practical response and refines it through expert feedback and peer exchange. The regional module in Yerevan also creates opportunities to discuss ideas with state and civil society stakeholders and present proposed changes.
Alongside the training, participants build professional connections across the region and explore ways to turn learning into reforms and stronger public institutions.
